What did I get out of the out of context quote? Nothing has really changed, that's what I got out of the quote. The government will have to follow the law as previously written. The "secret" FISA court will have to be consulted before "legal" wire tapping is granted. We all know how much illegal wire tapping happens in this country. Am I shocked? No.
The administration is bending under pressure due to Bush's recent troop deployment, which is very unpopular (I personally found it delusional). The administration seems to be willing to concede some of their domestic spying agenda in order to gather support for the recent military move. This is politics at it's best. If the Republicans want to save their grip on the executive branch, they need to let up. Their agenda is way to extreme, as they are finding out. Americans were shocked when they found out about corporate/government domestic wire tapping and data mining schemes. What the hell is going on?
