Heh, just so you know, Austin does not resemble Texas in any way, shape or form. Expect micromanagement at the city level, but you'll probably get the same treatment anywhere there is a formidable HOA at work (Dallas, Houston, their suburbs, etc...) Until a few years ago, Houston didn't have a zoning code, which made for some, errr..., 'interesting' development patterns, but I'm not sure that is still the case there. If you're looking for a good deal of privacy, there's still plenty of land around Austin, and though west of Austin is more scenic, there are environmental and resource constraints to deal with.
I don't own property in Austin, but taxes run around 1% per year, or so I'm told. I live in a pretty shiatty duplex, circa 1971, which would probably sell for $225k. I wouldn't touch it for that, but somebody must, or they wouldn't sell many properties here.
*EDIT* Property taxes, per $1k value, are less in Austin, than up north around Dallas, but cost of living (incl. real estate) is 20-30% higher here. I can make a $10k lateral move in my favor if I move to Dallas, and pay WAY less for a similar house, though property taxes, as an annual amount ($2-3k/year) won't change much with the move.
