First we burned wood, than coal, than oil, than natural gas. Non-fossil fuel produced electricity is a start, but this is currently reliant on coal/oil/gas (to produce nuclear plants, wind turbines, solar panels, etc). If we could successfully get away from burning stuff (I don't see how) this scale might be relevant.
We may get rid of all FF burning, run a fusion power plant to supply wilth electricity every big (and small) city, send manned missions on Mars, set up
Lunar base Alpha and send robotic probes to nearby stellar systems,
and yet Kardashev scale will remain complete nonsense.
IMO, if we are ever going to achieve any of above, our consumption of energy on the Earth will actually drop (not grow), as large, wasteful and unnecessary use of energy is rather an evidence of
stupidity of given civilization, not an evidence of its advancement.
Every time a proper hydrogen bomb is detonated, we are getting Kardashew 1 for a moment (about 10 microseconds).
Once we manage to divert one of larger nearby asteroids and drive it on the Earth, we will get Kardashev 2 for a bit longer (about 1/10 of a second).
Once we manage to "seed" our Sun with stable strangelett, we will reach Kardashev 3 for a minute or two.
Once we set off quantum vacum phase transition, we will set of Kardashev 4. This will go on for ever (yet only a fleeting moment in given location), but we will have no use of it.
I gave examples above to let some peoples realise, how patentely stupid entire Kardashev concept is.
