Oh my no. But if the peaking of oil production is as bad as some people think, a viable strategy for maintaining world hegemony(for the US) might be to accelerate the collapse, relying on America's ability to feed itself and fuel its military(with tar sands) indefinitely while other nations without such resources(like Europe and China) fall further and faster than the US. Once Europe has taken up its old warlike&genocidal habits and China reverts to the corruption ridden bandit land it often is, the US could use whatever force is necessary(up to and including using genocidal tactics) to secure the Iraqi oil and fuel itself ontop of the world for the decades it would allow.
After which, hopefully, another alternative would present itself.
Since plan A failed, this Plan B while not as profitable may in the end provide even greater benefits. I highly doubt ol Dubya would think along these lines. But quite frankly I would've expected more out of Kissinger who thought the best way to end the 1973 embargo was to militarily seize the oil fields.
