Thats a little over the top, I think. The President doesn't need for the Party to win the election in '06.
Rep upsides for a Dem victory in '06:
1.) Bush can blame them for the coming rehikes in gas prices after they fail to open ANWR.
2.) Bush can push the whole empire building mess to the right by causing democrats to choose military spending over social programs.
3.) Dems likely will win seats in '06 that they could never hope to hold for more than one cycle.
4.) A Dem congress gives the Reps in '08 a foil in order to finesse/refine the public's understanding of their positions.
5.) Dems may not be able to restrain themselves and could push for investigations, gun control, tax hikes, etc; all of which would doom them to another decade of powerlessness.
6.) A Dem congress has no chance of stopping an attack on Iran.
7.) Some on the right had started thinking in terms of having a "right" to eternal power, no matter how much money they spend. A little wake up call before '08 could be helpful.
Granted, I don't think they'd (Rs) lose on purpose, but from Bush's perspective, its no big deal..
About the only real disadvantage, is the Dems might be able to claim some credit for the deficit falling, even though its already doing that.
Besides, Carriers are too dang expensive. Sink a Cruiser instead.
