I'm of the belief that a small, nomadic clan wandering through the wilderness will not be "discovered". In a post-peak world - when the "zombies" are on the prowl and the cities are lost in chaos - TPTB will have bigger fish to fry and more threatening "terrorists" to deal with than some little Turtle Tribe deep out in the woods foraging for berries.
Of course, until that time, I advocate following whatever regulations are in place to govern wilderness stays. I always self-register at the trail head and obey whatever "Length of stay limits" are in place.
And remember: always practice "Leave No Trace." It's good for the wilderness today and in tomorrow's world of Survival Hell, it will help keep your profile low and prevent you form being "discovered".
