The bill HR 3824 is the work of Representative Richard Pombo (R-CA), chair of the House Resources Committee and Congress's greatest opponent of endangered species protections. Representative Pombo has long represented the interests of developers and the oil and mining industries.
The bill would be a terrible blow to endangered species, including completely removing all requirements to protect endangered species habitat.
HR 3824 would:
* Completely repeal protections for endangered species critical habitat
* Allow political appointees - such as Secretary of Interior Gale Norton - instead of scientists, to determine what constitutes the best available science
* Assure that recovery efforts are not implemented, by making recovery plans voluntary
* Exempts federal actions from having to go through independent review to ensure that they do not jeopardize endangered species
* Bankrupt the endangered species program by forcing the Fish and Wildlife Service to pay developers not to violate the law.
HR 3824 passed out of the House Resources Committee last Thursday on a 26-12 vote. It now heads to the full House this week for a vote. If it passes the House, it then heads to the Senate.
