28 mpg isn't s***. I bet you some backyard mechanic could take a RAV4, install a VW Jetta turbodiesel after fabricating the proper parts to fit it to the RAV4's tranny along with custom motor mounts and other fixtures, and have that thing getting 35-40 mpg with perhaps a slight gain in performance...
There's no reason why we couldn't have full size cars the size of Crown Vics getting 80-90 mpg using a diesel-electric hybrid drive. We just need to clean the aerodynamics of cars up a bit, get that coefficient drag down to the .17-.20 region. Look up the GM Precept concept hybrid for info on that.
