*IF* they pay market price. Should be the question. Problem is, none of us know what the market price is. We don't allocate tax revenue from fuels to pay for its various costs, therefore, the market price is subsidized, and distributed throughout the economy at large.
Fix it so that the price of fuel includes tax revenue sufficient to cover its strategic cost of acquisition. Then, if someone thinks its a great idea to run a patio heater, let'em have at it.
I could see building an enclosed patio, that might be nice. I don't see why only the rich would be able to do such a thing though. Is gold inlay tile a code requirement or something?
