In colonial America there were numerous instance of major rivers freezing over, including large parts of the Chesapeake Bay. Record cold temps in the 1980's froze the Potomac at DC but nothing this.

The construction of the Point No Point Lighthouse in 1903 was hampered by ice floes.
From January to February in 1905, the St. Mary's River and the Patuxent down to Jones Wharf were frozen over and people walked across the river.
