Full implications? We've been living with the full implications of peak oil ever since it happened. As far as a twenty mile commute being reasonable, I didn't say it was reasonable, only that most Americans have that much of a commute, or less. I am sure some rich folks won't mind putting $10/gal in a monster truck to run their 40 miles round trip to work, but others will be forced into mass transit, EVs, bicycles for the in shape, walking is about the only option out of range for a 40 mile round trip to work. Even a scooter getting 100mpg can do 20 miles within an hour however, so Joe Sixpack will have that option available to them even in a high priced environment.
But these are all options for the urban and suburban, the rural dwellers are probably already discovering the horrors of peak oil in their own way.

Not a chance. Anyone not suffering from the American diseases of obesity or laziness can do 2 miles, once upon a time I used to do 8. And fortunately obesity and laziness can be cured, hell, you could argue that peak oil will be a great thing for American health, although that doesn't appear to be the most popular solution applied by citizens to date.
')Considering that the politicians can't even see the need for any gas tax increase I expect that your dollar a year rate is impossible and would have negative impacts beyond it's worth.
