At 5 am EST they were telling people near the Onogawa plant to 'stay calm' and stay in place, all the while they were acknowledging that the shut down wasn't going as planned. I remember when we got the TMI evacuation order after being told for so long to stay calm. It was 'Don't worry, don't worry, don't worry,' then RUN AWAY. At least Met Ed reimbursed me 88.00 for evacuation expenses.
Its not at Onogawa, that is under control, at the moment from what Im reading it appears the reactor has shut down or partially shut down but there is no cooling liquid getting to the core so its exposed and getting warm. It appears to be a precaution to move people rather than a serious risk.
