Of course this article does not address the underlying problem that the forestry resources were not being properly managed. One laughs at Hammurabi declaring the death penalty for loggers, as if his government could control deforestation. Today just as 5000 years ago the only effective method of protecting natural resources is with strong property rights.
That might work for renewable resources like forests, but how does it work for oil or coal?
