The Government Actually Has A Zombie Apocalypse Plan
A few years ago, the Center for Disease Control launched a zombie preparedness initiative that drew significant attention. The Department of Defense followed suit and developed an entire training course intended for the Joint Operational Planning and Execution System (JOPES). The complete response plan, called CONPLAN888, was recently declassified, and it’s just as weird and creepy as you might imagine.
The Black Vault posted two documents retrieved from the NSA using the Freedom of Information Act.
The purpose of the plan, according to the United States Strategic Command (USSTRATCOM), was to use a fictitious scenario to prepare for real-world emergencies.
“[The training focused on how to] undertake military operations to preserve ‘non-zombie’ humans from the threats posed by a zombie horde. Because zombies pose a threat to all ‘non-zombie’ human life (hereafter referred to as ‘humans’), USSTRATCOM will be prepared to preserve the sanctity of human life and conduct operations in support of any human population-including traditional adversaries.”
The objective of the three-fold plan includes the neutralization of zombies through “denial, deception, disruption, degradation or destruction,” though with the exception of ‘destruction,’ it is unclear what is meant by these terms with regard to fighting zombies.
Reading at times like the treatment to a campy science fiction script, CONPLAN888 categorizes eight classes of zombies:
- Pathogenic zombies — Zombie life forms created after infection by a viral or bacterial contagion.
- Radiation zombies — Zombie life forms created after infection from electromagnetic or particle radiation.
- Evil Magic Zombies — Zombie life forms created by occult experimentation, or “evil magic.”
- Space Zombies — Zombies that come from space or are created by extraterrestrial toxins (this also includes Zombie Satellites that could pose a threat to SATCOM services like DirecTV)
- Weaponized Zombies — Zombie life forms engineered through bio-mechanical technology for the purposes of attacking another nation.
- Symbiant-Induced Zombies — Zombie life forms created after the “introduction of a symbiant life form into an otherwise healthy host.”
- Vegetarian Zombies — Zombie life forms that cause no threat to humans because they only eat plant life (could nevertheless“cause massive de-forestation or elimination of basic food crops essential to humans [rice, corn, soybeans])”
- Chicken Zombies (yes, this is real)— Zombies that are essentially old hens that can no longer lay eggs. Farmers euthanize them with carbon monoxide and stack them in piles; however, some of the hens are still alive and crawl out. Though they ultimately die of organ failure, chicken zombies are “simply terrifying to behold” and are likely only to make people become vegetarians in protest of animal cruelty.
CONPLAN888 consists of multiple striking passages, given this is a government agency assessing a fictitious zombie uprising. More practical factors concern environmental issues such as groundwater contaminated with zombie pathogens.
Other, more ominous notes, include references to the government declaring martial law within the United States. There is also a reference to epidemiologic surveillance for the purposes of watching changes in disease vectors.
The government response to a zombie uprising unleashed by a nation-state, large corporation, or terrorist group includes the following additional measures: HAND SANITIZER, which, marketing materials say, kills 99% of germs (they note that hand sanitizer has never been tested on biohazard level 4 pathogens like ebola); and FIREPOWER TO THE HEAD (“the human brain will still be functioning in the zombie state, but it is universally agreed that the only part actually active will be the brain stem”).
The document’s assessment of zombies states that they are “undead and thus feel no pain or fear of death, (therefore) riot control counter-measures would be completely ineffective.”
CONPLAN888 references the books and articles The Zombie Survival Guide, World War Z; An Oral History of the Zombie War, and“Zombie Chickens Taking Over California,” among others.

Delightful Saturday morning reading, to be sure. Over on ZH the speculation is heavy that “Chicken Zombies” are code for “old frail individuals” and “Vegetarian Zombies” are code for “hippies”, etc… With the baseline speculation being that every category in the 1 – 8 listed above is code for some “target” group of American citizens. I do not doubt but that the U.S. Military and security agencies have well thought out plans on how to deal with different geographic regions and different “types” of people in a SHTF scenario. Whether this is “IT” or not, hard to say. When that ultimate collapse does occur, be sure to have enough food and other necessities on hand to prevent yourself from turning into what others might consider to be a “zombie”. Because the American populace has been conditioned over the years via uncountable zombie movies and programs to shoot zombies on site. Being a zombie in post-apocalypse America (or anywhere) is not what you want to be!

Yep NR, zombies as in roving hungry disenfranchised masses. I suspect that zombies is simply a code for the masses in general as you stated by regions and types of people. Basically to the authorities we would all be considered zombies. Maybe the main difference between the zombies would be the cooperating zombies and the non cooperating zombies. I would assume the non cooperating ones would be deemed for dangerous haha.

Pennsyguy anyone paying attention to the AGW numbers that have come out in the past two weeks who is not horrified is not sane. I guess 99% are not sane. There was not 1 scientist who, say about 10 years ago who would have predicted that the climate system would have jumped this far this fast, but there it is. People are obsessed with Trump and other celebrity distraction and counting barrels and every other trivia. I look at it and I think we are like sheep happily grazing right before the slaughter. No matter what the scientists say, No matter what the instruments show, no matter that there was no real winter for many, no matter how urgent or dire their warnings have become they go in one ear and out the other. We are approaching catastrophic climate change and we are doing everything we can to ignore it. There is no ape power on this planet that can survive the changes that are happening. The elite might get an extra minute or two if their plan works to perfection. Huddled in a bunker rationing the last of the MRE’s and wondering when their body guards are going to kill and eat them. When TSHTF the praetorian guard or equivalent has a history of offing the emperor or equivalent. The elite are only elites under the current system. Once a system/society collapses, history show that the elite disappear very quickly. Usually they flee or are banished, enslaved, imprisoned or killed.

Seems to me the elite will be our “scapegoats” as they should be. They will be the first ones to perish in our fear and wrath. So AP what do you think about my idea for epitaph for humanity ““When the last tree is cut down, the last fish eaten and the last stream poisoned, you will realize that you cannot eat money.” You think it is appropriate for humanities tombstone?

As for the “scapegoating” you mention however, I think the elites will manage to effectively turn the different zombie species against each other long enough to get bunkered down – making their own come-uppance harder and more time-consuming to apply.

J-gav has it correct in my opinion.
The powers and elites will turn left zombie against rightward zombie and poor zombie verse a little less poor zombie, as has always taken place. They will then be super rich zombies against well off zombies also. All in all, zombies will be smashing each other when TSHTF.

I don’t know about that. It seem to be the elites have so managed to stand out for their conspicuous wealth, corruptions, selfishness, callousness, immorality that they seem to have put a bulls eye on their back. Right now the only thing standing between them and the masses is their police and military forces. What is these abandon them? Then it will be a tiny tiny few against vast masses of pissed off people. Afterwards, we may turn on each other.

Yes they will crank up the divide and rule strategy, but one thing that folks seem to forget about the elites is that they are not in competition with the sheep, they are in competition with each other – money is how they keep score. Because we have lived in a time of great abundance we have rarely if ever seen our own elites go at each other, but now with diminishing returns it is starting to happen. Case in point – the Republican party.
Look what happened to Saddam & Sons or Gaddafi or Noriega. Believe me, they will do the same shit to each other when the time comes. There are more elites now than ever and none of them are ever satisfied – not in their nature. Historically speaking, this excess of elites has happened before and it was a factor in collapse. The elites rarely think about us other than we are their pawns to be used. Truth is, they hate each other because that is who they are in competition with. They will fuck each other the second they get the chance – scorpions can’t help their nature.

Why think the elites “bunker” plans are fool proof? If they can’t manage to stay in power when they have every advantage in the world, why would you think they will do any better after they have lost it? When society breaks down so does the power structure much of which is based on pure faith and belief. No one will take orders from them after that happens (see the end of communism for an example) 1 or 2 might survive, but history shows they mostly get slaughtered or disappear when there is no one around to enforce their rules. What happens often is a guard/police/military strong man takes over, like a Putin or Saddam. Many people want a strong man in uncertain times. Kinda like all the folks who are gravitating towards a tough talking Trump even though he’s just making shit up as he goes along.

Zombie is a metaphor for the golden horde that will flood the countryside in the event of systemic collapse. The diaspora of the desperate and dangerous horde out of the central population centers will simply overwhelm surrounding areas and support systems. These exercises were to help game population control measures using extreme prejudice. In the event of collapse we are all zombies. Government intends to retain command and control by whatever means are necessary.

Yes, I think we are talking very detailed nuanced circumstances related to the Elites. Basically, some of us say the will be the last men standing, others like me and AP say nope. They will be picked off one by one by the masses or other elites till just a very few remain in which case nobody will even listen to them and they will be like rats abandoning ship. Now, that does not mean suddenly paradise prevails far from it. At least though the most pathological of our species will be eliminated.

With the increasing speed that temperatures are climbing around the world and especially in the north, the “Apocalypse” may happen long before it is expected. With each of the last 3 years showing an increase in temps, this year may top them all. And next year? Who knows?
What triggers will we pull this year? An increase in ice melt? Faster rising seas? Bigger methane releases? More category 5 storms? More drought and/or floods? More and bigger forest fires?
Or will globalization die out? The global financial system collapse? The West? The Stock Market Casino? The US dollar? The EU? The Euro? Saudi Arabia?
How about the chances that WW3 will go hot and nukes will fly? Or the US is placed under Marshal Law and there is no election? Or there will be a total meltdown and the US will break out in a new civil war?

It is funny how most posters on this site think the human extinction will come from peak energy, global warming, financial collapse or nuclear winter. No one ever mentions bio weapons which is the most likely.
The elite have been planning and preparing to depopulate the earth with biological weapons. They are going to vaccinate themselves, military and parts of the population that will serve them and will be immune and underground once they deploy there Zombie Apocalypse plan.
The CDC has been practicing with the recent Ebola, Avian influenza, H1N1 flu, and SARS false flag virus pandemics. They are instilling fear in the worlds populations to accept mandatory vaccinations which is how they are going to infect everyone with deadly terminator pathogens.
They have been developing this virus on Plum Island which is moving to Kansas to a much larger facility for the manufacture stage of the weapon.

Freak, the elites do not have to do anything the human race has been doing a great job it being the catalyst of its own extinction especially as regards global warming which at this point looks like a runaway train that will run over much of life currently on this planet.
