Reduced CO2 emissions coming

Environmental groups are eagerly awaiting the release of proposed rules that cut power plant emissions in New York and eight other Northeastern states by 10 percent by 2020, a move advocates say could be an important example for the rest of the U.S. and other nations concerned about global warming.
