The federal Liberal government is seriously considering another energy rebate program this winter that would look a lot like a scheme used five years ago – and which drew heat for its scattered approach.
Sources say federal officials are scrambling to devise a quick, one-time plan to deliver roughly $1.5 billion into the pockets of millions of low-income Canadians who could face dramatically higher home heating bills this winter.
