When George W. Bush moved into the White House in 2001, there was an expectation that while the traditional east-west focus of US foreign policy would remain, greater attention would be paid to engaging the north and south, especially South America.
..A question now being asked is what would happen if Chavez suddenly decided to stop supplying the US with oil or, worse, if he did a Saddam Hussein and stopped oil exports altogether?
