Defence report underlines terrorist threat to oil refineries

Oil refineries could become a key target in terrorist efforts to cripple economies around the globe, warns a Department of National Defence report obtained by the Ottawa Citizen.

The newly released study comes as the Canadian Forces gearup to practise protecting such facilities and other energy infrastructure in an exercise to run April 16 to 27 in the Northwest Territories. Almost 300 troops will take part in the exercise to test government readiness to respond to a terror attack. The scenario involves a simulated strike on major oil facilities by an al-Qaida-like cell based out of Edmonton.
