Iraqi politicians are split along ethnic and sectarian lines in negotiations to resolve the final sticking point in a draft of the national oil law, the oil minister says. The issue involves the division of powers between the central government and regional governments in negotiating oil contracts.
It is unclear whether foreign oil companies would tolerate the risks and security costs of operating in Iraq, especially if the violence worsens.
