Illinois governor develops energy plan

Illinois could reduce its dependence on foreign oil with help from its ample corn and soybean harvests, according to a $1.2 billion energy plan developed by Gov. Rod Blagojevich.
The governor, a Democrat seeking a second term in November, unveiled the plan Tuesday at a farm just east of St. Louis.

It calls for investing $225 million over the next five to 10 years to build as many as 20 plants to turn corn into ethanol, five soy biodiesel plants and four facilities that would make ethanol from plant waste like corn husks.
