They have the need

House Speaker Craddick has such a thing for acceleration that as a state representative in the Republican minority in 1991, he proposed that the state reduce the fine for speeding to $5.

He proposed further that the state sell speeding-coupon books that Texans could buy. That way they could break the speed limit at will and then, at minimal cost when caught, present a coupon and get on down the road.
