Energy emerges as issue for Mexican candidates

Energy reform is rarely if ever a topic of debate in Mexican presidential campaigns.

But this year, rising electricity and natural gas prices, as well as warnings that the petroleum-rich nation could one day be a net oil importer without more investment, have all three major candidates talking energy.
